No, the clock works fine without support for agents and text-to-speech. However, the functions that use these technologies will be disabled, unless you have Windows 2000/XP/Vista (wheree text-to-speech and Agents are included by default). Please see the section "MS Agents" and "Text-to-speech" in the online help for more information.
To install MS Agents, please visit the Microsoft Agent homepage.
If you want to install speech engines, please use Google or any other search engine to find them, there are plenty of different speech engines available although most of them are not free. To use a speech engine with Speaking Clock Deluxe, it must be SAPI 5.0 compatible (most are these days).
Special note regarding MS Agents and Windows 7
Microsoft do no longer include MS Agents in Windows 7. If you install the files from the link above, your MS Agents will not work properly. There is however a hotfix available from Microsoft, please see this Microsoft support page for using Agents with Windows 7.
Also note that Microsoft has said in an official statement that MS Agents will not be supported in future versions of Windows!
